During its 2nd Quarter Full Council Meeting on August 9, 2021 via Zoom, the Regional Development Council (RDC) of Western Visayas approved the creation of the Regional Committee on Devolution (ComDev) as an RDC VI special committee.  The establishment of said Committee complies with Executive Order No. 138, “Full Devolution of Certain Functions of the Executive Branch to Local Governments, Creation of a Committee on Devolution, and for Other Purposes”. The Regional ComDev is expected to oversee the roll-out of the Mandanas-Garcia ruling in Region VI.

The Implementing Rules and Regulations (IRR) of EO 138 were presented by Department of Budget and Management (DBM) VI Regional Director Mae L. Chua and Department of Interior and Local Government (DILG) VI representative Christian M. Nagaynay.  The Regional ComDev is composed of the Regional Directors of DBM VI and DILG VI as Chairperson and Co-Chairperson, respectively.  Members are the Regional Directors of the National Economic and Development Authority (NEDA) VI, Bureau of Local Government Finance (BLGF) VI, other regional line agencies (RLAs), and representatives of LGU Leagues.

The RDC VI meeting was presided over by Chairperson, Governor Rhodora J. Cadiao of the Province of Antique, and attended by 111 representatives of LGUs, RLAs, and private sector representatives.

In her opening message, Governor Cadiao enumerated the RDC VI accomplishments for the quarter. These included participation in the 12th RDC-PSR National Convention and the conduct of an Orientation on Parliamentary Procedures and Resolution Writing, among others.

Dr. Adriano P. Suba-an, the new Regional Director of DOH VI, reported on the COVID-19 situation in the region, including the status of vaccination activities in Western Visayas.

The Council also endorsed various recommended actions on important socio-economic concerns submitted by the sector and special committees.  The major ones are the proposed project of the Department of Agriculture on the Establishment of Smart Greenhouse and Capacity Building in Region VI, the Western Visayas Coconut Farmers and Industry Development Plan (WV-CFIDP) for inclusion in the National CFIDP, proposed Webinar on Powering LGUs to Develop and Utilize Renewable Energy for Recovery and Growth, the proposed review of Resettlement Action Plans based on housing policies, and proposals on research and development and innovation.

During the meeting, Certificates of Recognition were also conferred to retiring/transferring director members, as well as the 2021 winners of the Productivity Olympics selected by the Regional Tripartite Wages and Productivity Board (RTWPB) VI. /VMHermanos/RDC/NEDA VI
