The Regional Land Use Committee (RLUC) VI formally launched its online members’ portal on July 1, 2022 during its 1st semester regular meeting.

The RLUC VI Members Portal is an innovative online information system that serves as a one-stop shop for the committee members for their various tasks, especially the review of Provincial
Development and Physical Framework Plans (PDPFP) of the provinces and Comprehensive Land Use Plans (CLUPs) of highly-urbanized cities in the Region.

“The pandemic catalyzed the modernization of the way we do things in RLUC,” NEDA Regional Office VI OIC-Regional Director and RLUC VI Chairperson Engr. Arecio A. Casing, Jr., CESO IV, expressed during the 1st semester meeting.

The online platform has three distinct features: workspace, resources, and organization. Under the workspace, the current tasks of the committee are laid out including submissions of the members duly validated by the RLUC VI secretariat, as well as dashboards corresponding to each task.

Meanwhile, the resources tab of the online platform provides curated reference materials and other relevant resources to aid the members including local government units concerned. These include the list of resolutions issued by the committee, Regional Physical Framework Plan, Provincial/Local Planning and Expenditure Management manuals, CLUP manuals, as well as government-issued policies and regulations.

Likewise, the organization tab provides the directory of members of the committee to ensure that collaboration and networking among members is fostered.

The online platform came into realization as an innovative response to the voluminous tasks of the committee amidst the logistical challenges of the COVID-19 pandemic restrictions, including the
review and approval of the CLUPs of the cities of Bacolod and Iloilo. The more substantial review inputs to the hybrid online portal have proven effective in the current system which yielded increased involvement of member agencies at a 94.44-percent compliance or response rate.

This innovative system was created by the staff of the Policy Formulation and Planning Division of NEDA Regional Office VI which serves as the technical secretariat for RLUC VI.
