Five government agencies were formally added to the roster of technical board members in the Regional Land Use Committee (RLUC) VI to meet its current and future technical demands during the RLUC-VI Second Semester Regular Meeting on November 24, 2022 at the Jalaur Conference Room, NEDA-VI Office, Iloilo City.

The government agencies comprise the Civil Aviation Authority of the Philippines (CAAP), the Department of Energy (DOE), the Department of Information and Communications Technology (DICT), the Land Transportation Franchising and Regulatory Board (LTFRB), and the National Historical Commission of the Philippines (NHCP).

“We want to ensure our members are strategically aligned to our functions seeing to it that every detail of land use planning and development has somebody watching over it,” said Engr. Arecio Casing Jr., NEDA Regional Office VI OIC-Regional Director and RLUC VI Chairperson, during his presentation.

The RLUC VI Memorandum No. 2, Series of 2022 was passed approving the new composition. From 17 government agencies in the previous three-year term of former RDC Chair, Antique Governor Rhodora Cadiao, the committee will now have 22 member- government agencies under the watch of the new RDC Chair, Bacolod City Mayor Albee Benitez.

Meanwhile, the committee unanimously confirmed the appointments of the two new land use experts from the private sector for the next three years, Dr. Evan Anthony Arias of the Philippine Institute of Environmental Planners – Western Visayas Chapter and Architect Llena Gonzaga of the United Architects of the Philippines – Iloilo Chapter.

Dr. Arias is an environmental planner and currently a member of the Board of Directors of the Philippine Institute of Environmental Planners – Western Visayas Chapter. He finished his Doctor of Management major in Development Management degree from Central Philippine University. He has over 30 years of experience in environmental planning, urban and regional development planning, and transport planning.

On the other hand, Architect Gonzaga is an instructor in the Architecture Department of the University of San Agustin College of Technology. She is a former president of the United Architects of the Philippines -Iloilo Chapter. She finished her Diploma in Urban and Regional Planning from the University of the Philippines Visayas College of Management. She also earned academic units leading to the degree of Master of Science in Architecture from Mapua University (formerly Mapua Institute of Technology).

RLUC VI Chairperson Casing appointed the two PSRs who met the minimum required criteria of citizenship, land use planning experience, and commitment to anticipated RLUC VI activities. They were formally confirmed through RLUC VI Memorandum No. 3, Series of 2022.

The RLUC VI is the regional counterpart of the National Land Use Committee that was established by virtue of Executive Order No. 770, Series of 2008 which provided an institutional framework for national physical planning (ram/NEDA6-PFPD).
