The Regional Development Council (RDC) VI held an Orientation on Parliamentary Procedures and Resolution Writing last June 9 via Zoom.  The activity had 29l participants from the region’s various local government units, regional line agencies, Private Sector Representatives, RDC VI sectoral committees, and state universities and colleges.

On behalf of the RDC VI Chairperson, Governor Rhodora J. Cadiao, NEDA VI Assistant Regional Director, Arecio A. Casing, Jr., delivered the opening message and encouraged everyone to participate actively in the orientation. Recognizing the importance of conducting orderly and efficient meetings, the activity is part of RDC VI’s capacity building initiative to help the RDC members and other participants in demonstrating knowledge on parliamentary procedures and preparing resolutions.

NEDA VI OIC-Regional Director, Meylene C. Rosales, presented the rationale.  She said the orientation aims to refresh the participants on the basics of parliamentary procedures and to upgrade their skills in resolution writing.  It intends to equip the participants with these skill sets, which are necessary for them to accomplish the meeting objectives of their respective organizations. Conduct of meetings and issuance of resolutions are part of the RDC’s regular operations.

There were three resource speakers, one from the Senate of the Philippines and two from the House of Representatives. Atty. Amado F. Maralit, Director of the Senate Parliamentary Counselling Service presented the Basics of Parliamentary Procedures. Senior Bill Drafters, Atty. Chaucer A. Victoria and Atty. Sonny C. Gianan II, discussed the Mechanics of Resolution Drafting and Resolution Drafting Style, respectively.

The lectures were followed by a lively Q&A during the open forum.   It is expected that the brief orientation will somehow result in a more efficient RDC VI and other collegial organizations in the region. /VMHermanos/RDC/NEDA VI
