The Regional Development Council (RDC) VI- Regional Culture, Heritage and the Arts Committee (RCHAC) extended technical assistance during the conduct of the three-day Strategic Action Planning Workshop on Cultural Development for the Province of Guimaras spearheaded by the Provincial Tourism Office on August 23-25, 2022 at Guimaras State University (GSU), Buenavista, Guimaras.
The action planning workshop aims to capacitate the provincial government of Guimaras in the formulation of Cultural Development Strategic Plan (CDSP) which will serve as a guide in the prioritization and implementation of cultural programs and projects of the province, as well as strategies in protecting, preserving and promoting cultural and heritage assets of the island. To strengthen culture-sensitive governance and development, the province aligned its initiatives to the Philippine Development Plan (PDP) through the establishment of the Cultural Development Program under its tourism office.
Ms. August Melody A. Andong, Senior Economic Development Specialist of the National Economic and Development Authority (NEDA) VI and Focal Person of RDC VI – RCHAC, acted as resource speaker during the said workshop. Ms. Andong’s discussions includes the crafting of Local Cultural Development Strategic Plan for the provinces and municipalities based on the Local Cultural Planning Framework of the United Cities and Local Government Agenda 21 for Culture. The participants went through hands-on training on Culture-based Economy Development Model and the Culture and Tourism Synergy towards achieving the culture-related targets of the Sustainable Development Goals (SDGs).
Meanwhile, Ms. Her She Pausa, LGOO IV of the Department of Interior and Local Government (DILG) VI, briefed the participants on the DILG-NCCA JMC No. 2021-001, “Amended Guidelines on the Standardized Submission of Local Cultural Inventory under the Philippine Registry of Cultural Property (PRECUP) for the Issuance of Certificate of Compliance to LGUs”. The joint memorandum circular highlights certain provisions in Republic Act no.10066 or the National Cultural Heritage Act of 2009 specifically on Sections 14(b) and (c) which requires LGUs, through their cultural offices, to establish and maintain an inventory of cultural property and Section 16 which directs them to document and preserve the traditional and contemporary arts and crafts within its jurisdiction. Furthermore, it reiterates NCCA guidelines on LGU’s preparation of local cultural inventory (LCI) and its submission to the commission for inclusion in the PRECUP. Ms. Pausa also presented to LGUs how to comply and fill up PRECUP’s new forms. Currently, the updating and preparation of inventory of the province is on-going.
The conduct of the workshop was also made possible through the StudyPH Edutourism Program of the Province of Guimaras in partnership with Guimaras State University and was participated by the members of the Guimaras Heritage, Cultures and Arts Council (GHCAC) and the Municipal Local Culture and Arts Council together with the GSU personnel (MSJacusalem/PFPD).
