The NEDA-VI Project Monitoring and Evaluation Staff facilitated the site and validation visits to Yolanda Permanent Housing Projects in Aklan, Antique, Iloilo, and Capiz called by the Office of the Presidential Assistant for Special Concerns (OPASC) as the oversight office for Yolanda Rehabilitation Project led by Undersecretary Wendel E. Avisado.
The activity was participated by representatives of the Housing and Urban Development Coordinating Council, National Housing Authority, and the concerned local government units. The visits focused on projects awarded under the Duterte Administration, particularly those that are yet to deliver significant outputs. Projects awarded by the previous administration were also considered, especially those that had implementation problems. Presidential Directive No. 0228, series of 2016 mandates the Office of the Presidential Assistant for Special Concerns to ensure the completion of Yolanda Rehabilitation Projects.
The Yolanda Permanent Housing Projects in Aklan were visited by the team on June 3-4, 2019. Among the sites visited were the Batan Permanent Housing Site, Nalook Ville, Tangalan Housing Project, Makato Homes, Briones Homes, and Altavas Homes 1 & 2.
In Antique, projects visited last June 10-11, 2019 included the Libertad People’s Village, Sebaste People’s Village, GBB People’s Village, Villa Lindero Nuevo, and Villa Lupa-an.
The team also visited the following sites in Iloilo: People’s Village, Barasan-Bolitao People’s Village, Granville Residences Sites 1-3, and Banate People’s Village Phases 1-3.
Projects in Capiz were also visited which covered the Panay Ville, San Esteban Village, Vizcaya Ville, and Morcita Ville.
Among the issues raised by beneficiaries include water supply concerns, drainage problems, presence of agricultural tenants and lack of manpower at the construction site, site location in landslide-prone areas, unpaved/gravel access road, and incomplete documentary requirements to support the award.
A coordination meeting with concerned offices and agencies is set on July 10, 2019 in Iloilo City for follow-through discussions on project implementation issues and concerns.
