The National Economic and Development Authority Regional Office VI conducted an orientation on the Omnibus Rules on Appointments and Other Human Resource Actions (ORA-OHRA) on August 17, 2022. This one-day activity was spearheaded by the Finance and Administrative Division with the objective of updating the members of the Human Resource Merit and Personnel Selection Board (HRMPSB) of the new provisions and policies on the human resource management, on appointment preparation and other human resource actions. This was participated not only by the members of the HRMPSB Committee but also the NEDA VI employees, contractual and outsourced staffs.
The subject matter specialists for this orientation were the invited guests from the Civil Service Commission Field Office VI, Dir. John Esar T. David, Director II and Mr. Ramon P. Refugio, Jr., Senior Human Resource Specialist. The program commenced with the welcome address delivered by the OIC-Assistant Regional Director, Ms. Cynthia C. Lumampao. She talked about the importance of the subject to the HRMPSB members considering that this is imperative to ease and address HR concerns. She also mentioned that this is vital to the rest of the NEDA VI employees in order for them to have a better understanding of the HR processes.
Dir. John Esar T. David discussed the general policies on appointments, procedures in filling out vacancies, publication and posting, and the scope of the agency Merit Selection Plan (MSP) and the Human Resource Merit and Personnel Selection Board (HRMPSB). On the other hand, Mr. Ramon P. Refugio, Jr. talked about the Qualification Standards and the Prohibitions and Limitations on Appointment. After the discussion proper, all participants were encouraged to raise questions and open-up sample decided cases relative to the topics covered.
The activity ended with the closing message from the OIC-Chief Administrative Officer, Ms. Ingrid D. Magno, where she thanked the Subject Matter Specialists and the participants for their presence and active engagement. (STCuaterno/NEDA6)
