A regional consultation on the Philippine Development Plan (PDP) 2017-2022 was conducted by the National Economic and Development Authority (NEDA) at Smallville 21 Hotel, Iloilo City last November 25, 2016 to generate feedback on initial drafts of all sector chapters of the Plan. The activity was attended by 102 participants consisting of RDC member-agencies, selected private/business groups, provincial/city planning and development coordinators, government-owned and controlled corporations, government financial institutions and higher education institutions.
The activity served to brief the region’s stakeholders on Ambisyon Natin 2040 and on the 2030 Sustainable Development Goals and to generate inputs, comments and recommendations on the salient features of the draft PDP (overall assessment, strategic framework, national and regional targets, national spatial framework).
Pursuant to Executive Order No. 5, Series of 2016, signed by President Rodrigo Duterte, adopting the Long Term Vision for the Philippines or the Ambisyon Natin 2040, the Office of the President issued Memorandum Circular No. 12 (s2016), directing the formulation of the PDP 2017-2022. In line with this, the NEDA is conducting regional consultations to ensure that regional issues and concerns are considered in the strategies, policies, and programs of the national plan in the next six years.
Among the resource speakers who presented the draft document prepared by the PDP Planning Committees were Director Nerissa Esguerra of the NEDA-Development Information Staff; Assistant Secretary Teresita Vistro of the Department of Agrarian Reform; Director Dominic Mariano of Bureau of Treasury; Ms. Florina Agtarap of the Department of Justice-Office for Competition; Ms. Ma. Christine Joy Mamuyac, NEDA-Social Development Staff; Ms. Marita Apattad of the Commission on Filipinos Overseas; Mr. Francis Coballes, NEDA-Infrastructure Staff; Assistant Director Hexel Tulod, NEDA-Trade, Services and Industry Staff; Ms. Arminda Andres, DENR-Biodiversity Management Bureau; Mr. Dennis Russel II Baldago of Office of the Ombudsman; Executive Judge Loida Maputol of the Department of Justice-Region VI; and Director Lorenzo Clavejo of the National Security Council.
RD Ro-Ann A. Bacal of NEDA Region VI gave the welcome remarks, as well as, the rationale of the PDP regional consultation. She emphasized that Memorandum Circular No. 12 also provides that the Regional Development Councils will formulate the Regional Development Plans as accompanying documents of the PDP. She added that in line with the country’s Ambisyon Natin 2040, the Philippine Development Plan will also focus on the President’s 0+10 point Socio-Economic agenda and the Sustainable Development Agenda 2030 adopted by the United Nations in 2015, by translating these into strategies, programs, projects and activities for 2017 to 2022 or during the administration of President Duterte.
